Each year, NAMI Indiana pulls together a diverse group of leaders from the criminal justice field to provide in-depth education, novel tools, and networking opportunities for professionals. Our annual Mental Health and Criminal Justice Summit becomes a powerful tool for building bridges between systems and entering into beneficial collaborations and partnership, sparking a call to action for substantial changes.

Morning Keynote Speakers
Brittany Kelly, JD, MSW, LSW
State Court Behavioral Health Administrator; Office of Behavioral Health, Office of Judicial Administration, Indiana Supreme Court
Brittany Kelly, JD, MSW, LSW, serves as the inaugural State Court Behavioral Health Administrator of the Office of Behavioral Health within the Office of Judicial Administration of the Indiana Supreme Court. Brittany is a graduate of IU McKinney School of Law and the IU School of Social Work. She is a licensed attorney and licensed social worker, with a graduate certificate in advocacy and a concentration in leadership. Prior to her role as State Court Behavioral Health Administrator, Brittany served as Deputy Director of the Judges and Lawyers Assistance Program (JLAP). Brittany's professional experience also includes roles as Associate Director of the Hall Center for Law and Health at IU McKinney School of Law and Marion County Public Defender, where she practiced primarily in the Problem-Solving Court and civil commitment settings. Brittany was named an Up-and-Coming Lawyer by the Indiana Lawyer in 2022 and Coalition for Homelessness Intervention and Prevention's Volunteer of the Year in 2023. Brittany is an active member of the Indianapolis Bar Association, and she enjoys spending time with her family, especially her husband and twin boys.
Zoe Frantz, MBA
CEO and President of Indiana Council of Community Mental Health Centers
Zoe Frantz, MBA, is the CEO and President of Indiana Council of Community Mental Health Centers. As a mental health and substance use disorder professional for over 25 years and advocate for 20 years, Zoe has extensive experience in this field. She serves as a member of the National Council Public Policy Committee, the Governor’s Behavioral Health Commission, the YJDOC Behavioral Health Workgroup, the Project AWARE Advisory Committee, the Bowen Center for Health Workforce Research and Policy’s Behavioral Health Playbook Workgroup, the Indiana Behavioral Health Transformation Coalition, and a state member for JRAC. Zoe has been nationally recognized for her efforts; she was named the 2024 National Advocate of the Year by the National Council of Mental Wellbeing.In addition to her leadership roles in the mental health field, Zoe is an engaged parent of two youths: one high school student and one middle school student. She is the PTO Co-President of Klondike Middle School, and she is the wife of a middle school science teacher.

The Uncomfortable Convergence Between Mental Illness and the Criminal Justice System
Tony Thompson, Sheriff (Ret.)
Black Hawk County Sheriff's Office, Iowa
Sheriff Thompson recently retired after 31 years as a LEO in Iowa and 16 years as the elected sheriff in Black Hawk County. He also retired after 21 years as a US Army military police officer with 6 deployments. Combine all that military and civilian law enforcement experience with a master's degree in public administration and criminal justice, Sheriff Thompson has a strong background to provide insight and experience on most law enforcement topics. But his passion came when he found his jail filling up, not with meth addicts or robbery suspects, but with our nation's mentally ill... often for no other reason than the lack of option or alternatives. This passion turned into his next mission.

Continuing Education
Continuing education credits are available with registration:
● Category I CEUs for social workers & counselors
● ILEA credits for law enforcement
● CLE/NLS (pending approval) for attorneys & judges
● CEUs for certified recovery specialists/community health workers
All continuing education credits are included with registration and are offered at no additional cost. It is up to the individual to properly record CEUs by visiting the registration table and requesting certificate of attendance at the end of the event.
Scholarships
Thanks to the Indiana Division of Mental Health and Addiction (DMHA), a limited number of scholarships are available to individuals impacted by mental illness or their family members who wish to attend NAMI Indiana's 22nd annual Mental Health and Criminal Justice Summit. The deadline to apply is February 16, 2025. 2
